The article proves that the excerpt of Rome. 13:1-7 do not imply a specific model of church-state relations, in other words, they are not dogmatic. The focus, rather, was made on the fundamental values in the process of forming the relationship between the two institutions. This challenges, on the one hand, those Protestants who are tempted to see in the passages the basis for building a clear model of relations. On the other hand, the passages demonstrate the inevitability of the coexistence and interaction of the church and state authorities, which defies part of the Protestant churches, which continues to regard its relations with state institutions as a distancing key. Cooperation between the state and the church is desirable and possible only with the preservation of the autonomy of each of these public institutions.
